James F. Gardner addresses Illinois Conference

At the recent American Association on Mental Retardation (AAMR) conference in Naperville, Illinois, CQL President and CEO James F. Gardner led a session entitled “Social Capital for Us All” in response to the conference theme, Navigating New Paths to the Future. Dr. Gardner discussed the importance of connections, reciprocity, and trust among family, friends, neighbors, and community—social capital—to maintaining health and safety.

Linking the CMS Quality Framework and new HCBS Waiver Protocols to measurement and management quality, he summarized ten years of national data on quality of life for people receiving services.

Other speakers included Clarence J. Sundram, Special Master, United States District Court and President, Mental disability rights International; Max E. Chmura, Managing Director of Navigant Consulting, Inc.; and M. Doreen Croser, Executive Director, AAMR.
