O'Neill, Epp

Epp O’Neill has worked for The Council on Quality and Leadership as a lead reviewer since 1994. She also facilitates training sessions and provides technical assistance and consultation on Personal Outcomes, organizational systems and quality enhancement planning.

Prior to joining The Council, Epp was Director of Quality Enhancement for an accredited organization which provided a diverse scope of services for 1,500 people with developmental disabilities. During her thirty years of advocating for people with disabilities, she has also coordinated a family support grant; provided direct support to teenagers with a dual diagnosis; facilitated personal planning meetings; and supported people through service coordination. Epp was a member of the Steering Committee for People First of St. Louis Disabilities for many years. She also served as a consultant for St. Louis Community College in developing a Developmental Disabilities Certification Program.

Epp has a BA in psychology and a Masters in Business Administration.
